  Spatial Planning Practices in Nepal – A Rural and Regional Perspectiv e ABSTRACT Planned development in Nepal is a recent phenomenon and may be traced to the beginning of Second World War. The concept of regional planning began during Party-less Panchayat system after the abolishment of autocratic Rana family regime. Although the initiatives for decentralization and regional administrative divisions of the country were in focus, the planning practices were primarily centralized, rural development based, focused on isolated sectors and spatially neutral. With restoration of democracy in 1990s, the planning practices of Nepal adopted decentralized, participatory, and bottom-up approaches with priority on spatially balanced development agenda adopting rural and regional development strategy.   वर्लिन घुमेपछिको अनुभूति: शहरले मानव, प्रकृति, प्रविधि त्रिपक्षीय सहजीवन दिनै पर्ने रहेछ! हाम्रा शहरहरूमा अहिले विकासको नाममा कंक्रिटकै प्रतिस्पर्धा सुरु भएको छ। स्थानीय परामर्श, सह-निर्माण र जैविक शहर निर्माणभन्दा ठेक्कापट्टा र नक्कल बढिरहेको छ। हामीले शहरलाई निर्माण साइट सम्झ्यौं, मानिसलाई प्रयोगकर्ता बनायौं। तर शहर भनेको “साझा सपना” हो, जहाँ आकाश सबैका लागि समान हुन्छ, जहाँ बाटो सबैतिर जान्छ, जहाँ बालक, वृद्ध, महिला, दलित, अपाङ्ग, विदेशी, पशु, चराचुरुंगी सबै एकसाथ सास फेर्छन्। धनी होस कि गरिब, महलमा बस्ने होस कि फुटपाथमा खुल्ला आकाशमा, स्थानिय होस कि बाहिरिया, स्वदेशी होस कि विदेशी, सडकमा भिख माग्ने देखि लिएर सबैभन्दा महँगो होटलमा खाने र सपिङ मलमा किनमेल गर्ने सबैलाई समेट्ने शहर जहाँ विगत, वर्तमान र भविष्य अनि प्रकृति र प्रविधिको मिश्रण भएको शहर नै सच्चा शहर हो। जाँगर छ भने समय अझैं घर्केको छैन, सबै मिलेर साझा योजना तयार पारौं। तर चमत्कारको पछि लागेर अन्धभक्त बन्ने हो भने अहिले हाम्रा शहर पहिले भन्दा कुरुप भएका छन्, ती अझै नरक झै बन्न बेर लाग्दैन। पुरा पढ्नुहोस
